These three words do follow some basic rules. Let's begin with location, or place. We use “in” with cities, countries, neighborhoods, and places with a clear boundary or dividing line. For more specific places, like certain streets, we use the preposition “on”. When we are talking about an exact location or intersections, we must use “at.”
Let’s look at how we talk about time. We use “in” to refer to a general, longer period of time, such as months, years, decades, or centuries. Getting more specific, we use “on” to talk about particular days, dates, and holidays. Finally, we can add the time, and use “at.” For example:“Her wedding is on Saturday, September 24 at 1:00 pm.”
